Debe de contar con instrumentos con logísticas y proyectos emergentes que la hagan mas dinámica en sus operaciones y decisiones en cualquier circunstancia en cualquier nación en cualquier estadio...
Y en ese mismo eje marcar su movimiento teniendo 2 esquemas nada más de mando
1.- el albitro central
2.- el representante de el organismo internacional de fútbol la fifa presente también en el estadio
En esos 2 ejes marcar la pauta de organización
1.- para que en dado caso de que allá conato de pelea en las gradas el albitro pueda ser informado y se pueda suspender el partido...
Y a su ves el representante de la organización de la organización internacional de fútbol la fifa tenga comúnicacion necesaria con el albitro central para cualquier contingencia en el terreno de juego...
Es ilógicos que en el terreno de juego se siga jugando cuando un determinado grupo porra o contingencia en tribuna se estan peleando no tomando en cuenta esos parámetros esos esquemas que sin duda al final a falta de coordinación el partido sea en distintos medios de comunicación noticia.-
Que opacan la esencia de fútbol porque al darse la noticia de resultado de el partido sea cuestionada la organización de seguridad en el estadio teniendo dos ejes de atención en medios de comunicación que es el desarrollo de el partido y la contingencia de inseguridad...
A ello se deberían agregar otros ejes como el clima como tiempos y otras pequeñas cosas que a los mismos jugadores exponen su condición física exagerando abeses el termino de el partido cuando llueve o esta nevando etcétera según las condiciones escénicas de los torneos en la nación donde se juegue...
2.- la seguridad al comienzo de el partido para que regresen las familias a los estadios deben de controlarse en revisión por cada persona revisando que no lleven

Revisar que las porras sean equilibradas de ambos géneros (hombre y mujer) que a la ora de la entrada no vallan con aliento alcohólico que las condiciones dentro de el estadio sean ya óptimas y que los elementos encargados de seguridad antes que entre la primera persona al estadio los elementos de seguridad ya deben dentro del estadio estar repartidos por zonas y en su respectiva área designada siendo como guías para que el aficionado encuentre su lugar su butaca...
